This article identifies incentive policies for the expansion of natural-
gas-fired combined heat and power capacity in Brazil. It analyzes the
barriers and the impacts of incentive polices for combined heat and
power systems, showing that major barriers can be removed through
information dissemination programs and financing. Nevertheless, the
key issue is the ability of the policy-maker to assess which scenarios
(with similar characteristics) are rated as more likely to succeed by po-
tential investors, and then selecting the most appropriate incentive
policy.
