Abstract

Competitive bidding is certainly not a new mechanism used by
regulators to secure resources for their retail customers. Actually, the
original processes and experiences were developed during a period of
traditional, tight regulation of vertically integrated utilities. Since then,
wholesale markets have become increasingly more competitive. This
article explores the opportunities, challenges and issues associated with
competitive bidding for wholesale power resources.

Author Biography

David E. Dismukes, Louisiana State University

David E. Dismukes is the Associate Director and is an Associate
Professor at the Center for Energy Studies, Louisiana State University.
His research interests are related to the analysis of economic, statistical,
and public policy issues in energy and infrastructure industries. Over the
past 15 years, he has worked in consulting, academia, and government
service. He has prepared over 100 articles and conference papers that
have published in scholarly journals and trade publications. He recently
completed a book on electric restructuring and competition published by
CRC Press entitled Power Systems Operations and Electricity Markets.
