Abstract

This article was derived from the U.S. DOE, Federal Energy Man-
agement Program (FEMP) guide of the same name by the editor-in-chief.
This “how-to guide” was designed to define distributed energy re-
sources (DER) and to assist federal facility and energy managers in as-
sessing DER at their facilities. Every attempt has been made to be true
to the original document; however, some changes have been made to fit
