Abstract

With impending utility deregulation sweeping the nation, the
fate of the “official” cogeneration facility may be on unsteady
ground (“official” here is referenced as the facility which has ob-
tained the Federal Energy Regulatory Commission’s [FERC] QF—
Qualifying Facility status). While the values and protection cur-
rently granted a QF under the regulated utility environment may
ultimately be insignificant in the fully functional, unregulated envi-
ronment, the transition between regulated and unregulated markets
may prove difficult depending on the exact location and structure
of a cogen facility.
The primary reason for this concern will depend on the facility’s
ability to quickly and easily access the grid, power suppliers, and
power buyers in the transition to the unregulated status environment.
The “systems” controlling the impacting issues are in many cases
quite complex, cumbersome, and tied together with an abundance
of “red-tape” and bureaucratic processes

Louis J. Braquet, LB Services, L.L.C

Louis J. Braquet, P.E., CEM, CCP , is the principal consultant
with LB Services, L.L.C., where he provides services as an indepen-
dent energy consultant. His work entails knowledge of the energy
industry’s customer, utility and regulatory environments. His back-
ground includes project experience with industrial and commercial
power generation, energy technology applications, utility issues, and
business development opportunities. He has more than 22 years expe-
rience in the energy industry and has been involved with more than
60 large power system projects, some exceeding 200 MW and $150
million in construction value.
Mr. Braquet has earned both a BS in engineering and an MBA
and holds dual licenses as a Professional Engineer in both mechanical
and environmental engineering. He is nationally certified as a Certi-
fied Energy Manager (CEM), a Certified Cogeneration Professional
(CCP), and a Certified Demand-Side Management Professional
(CDSMP).
