Abstract

Performance contracting is all the rage for facility managers in
the late 1990's. Everybody talks about "energy audits" and "invest-
ment grade audits," but what's the difference, and what is an audit,
really? This article provides a down-to-earth discussion of the need
for and benefits to be derived from doing investment grade audits. It
also provides a detailed description of what an investment grade audit
should be-as based on the author's two decades of experience in the
performance contracting field and from his nationwide seminar on
performance contracting.

James P. Waltz, presid ent of Ene rgy Res our ce Associates, Inc., is a
pion eer U1 the field of ene rgy manag em ent. Prior to the Ara b oil em-
barge of 1973, Mr. Walt z mad e a per sonal commitm ent to ene rgy man-
age me n t as the focal point of his engi nee ring caree r. Since that tim e, he
has se rved as ene rgy mana gem ent program man ager for the Air Force
Logis tics Co mma nd and the Univer sity of California's Lawr en ce Liver -
mor e Na tional Laborator y. In a ddi tion he has worked as an ene rgy man-
age me n t e ngi nee r for cons ulting and con tracting firm s, In 1981 he
fo unded Ene rgy Res our ce Assoc iates for the purp ose of helping to shape
th e th en- em er gin g ene rgy se rvices indu str y-and did so throu gh a
mult i-y ear assi gnm ent to create a success ful ene rgy se n' ices bu siness
unit fur a Fortun e 500 t emp er atur e controls manufa ctur er.
Spec ializing in the mechanical, electrical and con tro l sys tems of
existing bu ildings, Mr . Waltz' s firm ha s accomplished a wid e variety of
facilities projects, recently including a corporate-wide en ergy manage-
m ent pr o gram revie w for a major hospital chain, design of a replace-
m ent chilled water plant for a northern California hospital, on-site re-
com m ission ing of the en tire building automation sys tem for an other
lar ge n orth ern Calif ornia hospital and aud it and expert testimon y relat-
ing to a failed ene rgy services con tract for a large so u the rn California
hosp ital.
Mr. Wa ltz 's firm has been selected by the Sta te of California as th e Sta te's sole perf orm an ce con trac ting cons ultan t and p rov ides perfor-
man ce con tracting ow ne r's represe n ta tive services for such clien ts as
San Fran cisco Unified School District.
Mr. Waltz's cred enti als include a bachelor's degree in mech an ical
eng inee ring, a master 's deg ree in bu siness administra tion, pro fess io nal
engineering registr ation in th ree states, cha rter m emb er of an d cer tified
ene rgy manager of the Associa tion of Energy Engin eers (AEE), mem ber
of the Assoc iation of Ene rgy Serv ices Profe ssion als (AESP), D em and
Side Manageme nt Society (DSMS) and the Am erican Socie ty of He atin g
Refrigeration and Air Condi tioning Eng ineers (ASHRAE).
Mr. Wa ltz serves as a memb er of the DO E's measu rem ent and
verification pr oto col technical committee, re spon sible for the recently
released International Perf orman ce Measurem ent and Veri ficat ion Pro-
tocol (IPMVP), form erl y known as the North Am eri can Ene rgy Mea-
s ureme n t & Verification Pro tocol (NEMVP).
Mr. Waltz was named Intern ation al Energy Engineer of the Year in
1993 by the Associa tion of Energy Engineers (AEE) an d teaches a nati on-
