Abstract

Thi s article discusses what it will take to finally make retail access
and cons umer choice happen. Many of the components are in place or
ar e in the process of being addressed . These include FERC's Jurisdiction
over wh olesale rates and transmission tariffs; and the historic December
1998 California Public Utilities Commission's decision, at the urging of
the California Alliance for Distributed Energy Resources (CADER), to
begin a rulemaking on Distributed Generation.
With the federal role being solidified and definitive and progres-
siv e rules expected from the initiative in California and other states, the
focu s now shifts to the practical side of retail competition. In a nutshell,
th e mak e-or-br eak of fully competitive retail markets rests in Internet
appliances and the start-up firms that are developing them .

Eric forme rly wo rked as an ass istan t exec u tive d irector at the Cali-
fornia Energy C omm ission , serving as a se nior policy ad visor to the
chai rma n an d, pr evi ou sly, to the vice cha ir. While at the Ener gy C om-
m ission , he org anized the Distr ibuted Gene ration Roundt abl e, wh ich led
to th e formation of the Ca liforn ia Alliance for Distr ibut ed Ene rgy Re-
so urces (CA DER). CA DER is a publ ic /priv ate p artn ersh ip d edi cat ed to
re mov ing the barri er s to di str ibut ed generation. He served as CAD ER' s
firs t chai r from Oc tobe r 1996 to Oc tobe r 1998.
In recent years he has pr es ent ed pap er s on d i stribut ed gene ra tion
in Thai land, Malaysia, Sing a por e and Californ ia. In 1994, Eric studie d
electricity indu str y re stru ctur ing in Swe de n, Norway, and th e United
Kingdo m, being a war ded a gran t fro m the Swed ish -Am er ican Bic ent en-
nial Excha nge .
M r. Wo ng s pe n t 10 yea rs w ith th e Fed er al P ow er Ma r keti ng
Agency, the Wes tern Area Powe r Ad minis tra tion (US DOE ), as di rec tor,
Div isio n of Powe r Co n trac ts a nd Reso ur ce Pl ann in g. He ha s a lso
worked in the gove rno rs offices of b oth Californ ia and Hawaii on envi-
ronme n tal, ene rgy, and land use issues .
