Abstract

The technical adoantages and benefits of Distributed Ell ergy Resources
(DERs) make them suitable co mplements to the existing backbone of cent ra l
station potoe rplanis and the T&D grid. Their potential f or challenging even)
face t of the provision of elec trica l services ill competitive ellergy markets is
considered reoclutionarv. Enabling competitive markets to value DER requi res
a change ill the regulatory para digm. The drive to electricity res tructuring
focused on transmission and genera ti o n. Tran smission remains a regulated
[u nction, one in which the elec tron highway is IIO W non-discriminatory to all
users. Generation, now deregulated, is where competition occ urs. The last
battleground for co mpetition, at the distribution level, is now occ urring with
mall Y open u] procl aiming that "DER is the wave of the f uture. "
The roles of reg ulated distribution utilities in this eoo loing market will be
pivotal to the s uccess of DER. Long res ponsible for system, transmission and
distribution planning, they are the repository of the data and knotoledge of the
power system, and therefore are ill a position of market power and potential
market abuse. Achieving their participation and co opera tive beha oior are criti-
cal to the development of the DER market and the infra structure for a reliable
grid

Author Biography

Eric Wong, Product Consultant, Ga s En gine Products Caterpillar Inc

Eric Wong is a product consultant to Caterpillar's Lafayette, Indi-
ana , Gas Engine Division, and stationed in Sacramento, California. He
organized the Distributed Generation Roundtable which led to the for-
mation of the California Alliance for Distributed Energy Resources. He
served as its first chair from October 1996 to October 1998, and now
represents Caterpillar or CADER's steering committee. Eric worked as
an assistant executive director at the California Energy Commission ,
serving also as a senior policy advisor to the chairman and , previously,
to the vice chair. He has 25 years of experience in the electric utility
industry. He has presented papers on distributed generation in Thai-land , Ma lays ia, Sin gapore and California, and studi ed elect ricity indu s-
try re structuring in Sweden , Norwa y, and the Un ited Kin gd om , Mr.
Wong spen t 10 years w ith the Fed eral Power Mark etin g Age nc y, the
