Abstract

You may not realize it, from the d iscussions, but peo ple in ot her
countries use electricity. They, too, have t ran sm ission systems . They
have set up diffe rent means of ow ning, regu lating or ope ra ting these
networks . Yet the ligh t bulbs con tin ue to shine . Americans, however, tend to suffer from the NIH (not invented
here) syndrome, so they often struggle through the process of reinvent-
ing the wheel. When the government enters the picture, and all the
stakeholders get into the act to make sure that nobody gores their oxen,
the reform effort turns convoluted, and the resulting product does not
follow the dictates of the medieval philosopher William of Occam,
which was keep it simple, stupid", but rather Rube Goldberg , the designer
of convoluted contraptions, such as the ISO, 50, let's try to simplify the
issues,

Leonard S, Hyman, CFA, is a sen ior indu str y ad viso r to Smith

Ltd ., as well as an ind epend ent cons ultan t spe cializing in the econo m ics
and finan ces of en er gy and telec ommun icati on s ut ilities.
Fro m 1978 to 1994, as head of the Utility Research Gro up and firs t
vice pr esid ent at M err ill Lynch, he su perv ised and maint ained eq uity
resear ch on forei gn an d dom estic energ y and telec ommuni cati on utili-
ties. He was a m emb er of pri vati zation t eam s for offering s of British,
Spa nish, Mexican, Arge n tine and Brazilian util ities and consultan t for
othe r re stru cturin g stud ies. Prior to joining Merrill Lynch , he wa s a
partn er at a Ne w York Stock Excha nge memb er firm and an officer at
Ch ase Manhattan Bank .
Author of Amer ica 's Electric Utilities. Past, Present and Fu ture, auth or
of The New Telecommun ications Industry: Evolution and Organization and
ed itor of The Privatization of Public Utilities, he has con tribu ted to other books and to professional journals.
For more than a decade, Mr. Hyman wa s cited by Institut ional In-
vestor as one of the l eading research analys ts in his field. He is a
Charter ed Financial Analyst (CFA). He hold s a BA from New York Uni-
