Abstract

There is a scho ol of thought , one that I subsc ribe to, that the ef-
Iectiven ess and sus tainability of an energy man agem ent strategy de-
pe nd s in large mea sur e on the attention given to the related kn owl-
edg e and skills of peopl e in the organiza tion . Part of this view is that
e nergy effic ienc y need s to be incorpo ra ted int o the o rga niz a tio n's
value structure- the corpora te culture -i f the same car e an d acco un t-
abilit y affor ded to othe r corporate pri oriti es is to be given to the use
of ene rgy . Ano t her part of it is that there is a cri tical role to be played by energy managers, or line managers who carry responsibility for
energy use, in industrial, commercial and institutional organizations, a
role that is both technical and management in its scope.
Of course, the development of the necessary values and atti-
tudes, skills and knowledge, is predicated to some extent on the avail-
ability of relevant, effective, and accessible training.
The various components of the organization-the CEO, the office
occupant, the line worker, the custodian, and so on-all ha ve an im-
pact on energy use, and all have particular needs for "attitude adjust-
ment," knowledg e and skills. Creating an energy-valuing culture is
not an eas y nor short-term task.
